Remove ability to click sidebar titles
Description
The titles within sidebar navigation are currently clickable. Clicking the title simply redirects a user to the top link within the sidebar navigation.
We should discuss a system wide removal of this functionality.
Proposal
To remove the click on the submenu title we will do the following
- Move first submenu item to be inline with the menu
- Add an intermediate element when navigating with keyboard to allow user to focus to open submenu.

- On hover and the menu item has submenu items, show a popup
- On hover and the menu item doesn't have a submenu, show a tooltip
