Spike: Investigate API improvements to provide security policy violation to users

Why are we doing this work
In the scope of this Spike, we would like to know what we need to do to move forward with Display security policy violation details to users (&11185) and prepare changes that will allow us to work on this incrementally.
As an expected result of this Spike, we would like to get the following:
- a list of potential GraphQL API updates that we could make to allow customers to understand better reasons why given MR requires approval (see &11185 (comment 1581421918)),
- MR prepared with changes behind feature flag with PoC of the initial version of these APIs,
- New implementation issues created with Implementation Plan added to Display security policy violation details to users (&11185),
