Increase note character limit to 3,500,000

Problem to solve

When using Atlantis with GitLab, Terraform applies can generate very large outputs (e.g. when creating lambdas). When this happens, Atlantis writes the output across multiple merge request notes which provides a less-than-ideal UX. This is due to the 1,000,000 character note limit.

Proposal

Increase note character limit to 3,500,000.
