Feature Proposal: Add a validation step when creating a new customer account

Problem to solve

When a customer account is created in the event the email has a typo there is no reasonable way to fix that typo with current validation steps in L&R Support.

Proposal

When the information is submitted to create a new account in the GitLab Customer Portal send a validation link to the email address in use prior to finalizing the creation of the account. This way if the email has a typo the process to fix it is far more simple than it is now.

Intended users

GitLab's customers using the GitLab Customer Portal.
