[VSD][UX] revisit proposed design and update SSOT
Problem
When looking at Value Stream Dashboard (&9317) the design proposal is now ~10 month old. It is unclear what the north star vision is, what parts of the designs have been validated and, whether the design is leveraging the most up-to-date UI patterns.
Q: Solution validation questions to answer:
- We have a vision mock up of dashboard viewer/builder - should we turn that into a prototype and test the full XP?
- OR, should we double down on the most valuable views/charts, validate those, and then build up from there?
A: Since we already have a framework in place for creating and displaying panels on the dashboard, we should focus on refining and validating what collection of metrics are the most valuable to each persona.
Proposal

Revisit proposed designs and make sure the latest Figma project it linked -
Define the categories of metrics, who the consumers are, and what the flow would be for before/after (See metric categories on direction page) -
Create workflowsolution validation issues for finalized designs, Start with DORA metrics since we know that this is a definite category, and create different visualization options to test and validate (ISSUE)
Design considerations around filters
- Build this as a generic custom dashboard solution.
- Make sure this is responsive and supports narrow width panels.
- Have a forward looking vision for displaying other types of panel-level filters (for example date range).

- Are we ahead or behind our goals?
- By how much are we ahead or behind?
- Did that just happen, or has it been going on for a while?
- Which areas of the organization are doing well?
- Which are doing poorly?
- How are we doing this period vs. last period?
- How about this same time last year?
- How is our organization doing compared with other organizations?
