Add Data Loss Prevention Dashboard

Proposal

The Field Security team consistently receives questions from customers regarding data loss prevention. Specifically, they want to know how they can detect or prevent code from being stolen or deleted. I think a Data Loss Prevention dashboard would be a great first step to providing customers with the ability to maintain oversight over their data, regardless of the sprawl.

• List of projects where forking is allowed
  • Ability to change the settings from the dashboard for individual projects
• Alerts whenever a project is forked
• Alerts whenever a "watched" project is deleted (Can apply the same logic to alerts for forked projects)
  • Ability to select whether a project is "watched" or not
    • Maybe a default to "watched" when a project is opened in certain groups (setting to be enabled)
• Alerts when X amount of data is downloaded from a repo (Not sure if this is feasible. May be hard to define a default size)
