Improve the visibility of "Available Group Runners" by repositioning them in the UI, either above "Shared Runners" or under "Specific Runners."

Finding and managing "Available Group Runners" can be cumbersome when they are listed below a long list of "Shared Runners." This affects user experience and efficiency, especially for teams that primarily use Group Runners.

Proposal

Rearrange the UI where runners are displayed. Specifically, move the "Available Group Runners" section to a more prominent position:

1. Option A: List them under "Specific Runners"
2. Option B: List them above "Shared Runners"
