Automating Suggested Reviewers setting across projects in a group

Problem

It can be difficult and time-consuming to set up GitLab Duo's AI Suggested Reviewers for multiple projects, which causes inefficient processes for administrators and team members. Currently, each project needs to configure this functionality separately, which leads to time-consuming manual work.

Proposal

The creation of an API endpoint that enables teams to programmatically implement this capability across all projects belonging to a particular group.
