Help text changes for New API token or Password when setting up Jira integration is confusing

Proposal

Currently, the help text API token for Jira Cloud or password for Jira Data Center and Jira Server for New API token or password only appear once when setting up the integration for the first time. We should keep the help text through the integration as it can be confusing.

When testing, I entered random text for URL field and was prompted with an error as expected. However I noticed the help test for New API token or password changed to Leave blank to use your current configuration which can be confusing as users may have missed the previous help text specifying API token for Jira Cloud or password for Jira Data Center and Jira Server and then proceeds to enter password for Jira cloud. As users may assume token and password works for both judging from the text, but as per our documentation, For Jira Cloud, you must have a Jira Cloud API token and the email address you used to create the token. Password will not work. We should include this inside the help text of the integration.
