Add 'new navigation' option in '/-/profile/preferences'

Hello,

Please refer to #424378 (closed). Due to CORS, some self-hosted installation gets the following error message when trying to toggle on the new navigation option.

A way to circumvent this is the addition of an option for enabling on/off the new nav.
