Every spec file creates 5 Plan records from seeds

If you look at https://gitlab.com/gitlab-org/gitlab-ee/-/jobs/43372953 for example, you'll see lots of this:

== Seed from /builds/gitlab-org/gitlab-ee/db/fixtures/test/01_plan.rb
 - Plan {:name=>"free", :title=>"Free"}
 - Plan {:name=>"bronze", :title=>"Bronze"}
 - Plan {:name=>"silver", :title=>"Silver"}
 - Plan {:name=>"gold", :title=>"Gold"}
 - Plan {:name=>"early_adopter", :title=>"Early Adopter"}

This is caused by this line and this seed.

It seems unnecessary to do this before every file. Don't we only need to do it before the entire run?

Further, this output should probably be silenced so it doesn't clutter the log.
