Log the field performance of GraphQL queries in Kibana

This issue is to log the performance of individual field resolution within GraphQL queries in Kibana.
Field resolution performance should be a measurement of just that one field in isolation and not affected by nested children &11407 (comment 1548344499).
The format of the log should be designed to work with error budget use #424540 in future.
Proposal
We want to add instrumentation to our GraphQL API to record the resolution timings of individual fields and log that data in Kibana.
See !119412 for a basic POC.
Production-ready is likely to require some more discussion with groupscalability on the details of what is logged and how (see thread: &11407 (comment 1548344353)).
