Investigation: import only data created after previous import from GitHub

Problem

Currently importing from GitHub requires that customer stop their teams from actively working on imported projects and import can take a long time.

Investigation

Investigate if it's feasible to enable a second import that would pick up only the recently created data and add it to previously imported project(s), so during the long-running first import a customer could continue to work through without needing downtime.
