Filter group level audit events by subgroup and projects while streaming

We need to filter audit event streaming to external audit event streaming destinations as per the namespace filters added for the destination.

We have added a functionality for filtering audit events for a specific subgroup or project for an external audit event destination. Now in this issue we need to implement the functionality to filter those events.
