Deprecate Admin Vulnerability from Developers

Deprecation Summary
As a part of Granular Security Permissions (&10684), we will be deprecating and removing the admin_vulnerability
permission from the Developer role. The admin_vulnerability
permission allows Developers to change a vulnerabilities's status. We will be removing this ability in %17.0 and announcing the deprecation in %16.4.
Breaking Change
We have plans to create a rake task that will add the admin_vulnerability
to Developer if users would prefer to keep this permission with the Developer role.

This change will impact all users, Self-managed and SaaS.
