restore doesn't rebuild authorized_keys

I just ran into a problem that has many posts in support forums, but I couldn't find an issue.

I restored gitlab 16.3.1-ce to a new Ubuntu 22.04 server.

I followed these helpful instructions: https://docs.gitlab.com/ee/administration/backup_restore/restore_gitlab.html

However I was unable to push or pull to the server, and found that the keys were being rejected.

I then found that /var/opt/gitlab/.ssh/authorized_keys was empty on the new server. After rebuilding it with "sudo gitlab-rake gitlab:shell:setup" pushing and pulling were restored.

That command should be in the instructions, &/or in the restore script.
