Frontend: on-boarding existing CI users to the CI/CD Catalog
Background
Existing CI users should be aware of the availability of the CI/CD catalog, once we complete the journey map work we should find places to surface the CI/CD catalog for existing CI users to drive adoption.
Ideally, we should distinguish between two different scenarios
- CI users in an organization that has an existing Catalog
- CI users in an organization that is using CI but doesn't have an existing CI catalog
