Wrong base URL (localhost:10080) for ajax requests in self-hosted installation

Summary

In a self-hosted installation, after upgrading to 16.3.0-ee, some AJAX actions fails:

• mark a MR as draft
• turn on/off new navigation UI
• retrieve last commit upon project page loading

Using the network inspection tool of CDT, it can be seen that the requests are sent to the wrong base URL (http://localhost:10080 instead of http://gitlab.my-company-name.it). Please, take a look at the screenshot below.

It's the first time ever that we experience this problem after upgrading GitLab. We use an omnibus installation on an Ubuntu Server machine and we regularly update using apt (following your guidelines).

Steps to reproduce

Just try to mark as draft a MR that currently is in a ready status.

What is the current bug behavior?

The MR status remains unchanged.

The navigation UI preference is not applied.

What is the expected correct behavior?

The MR status should change accordingly.

The navgiation UI preference should be saved and applied.
