Make the deployment notification a hyperlink to the version release

Description

This afternoon, I saw the notification for the latest release being deployed and I instinctively clicked it thinking it would link me to the version information. Obviously it doesn't work this way, but I think this small ux change would actually be very good for users of gitlab.com!

Proposal

Make the deployment notification a link to the release information for that GitLab version
