Respect local timezone setting for Incident Timeline events

Incident timeline events can only be inputted in UTC timezone and viewed in UTC timezone, but constantly having to recalculate in my head, what time it happened in my timezone is exhausting and uncomfortable.

Please make it possible for timeline events to be viewed in user-defined timezone in settings.

For example:

Expectation:

Event times should appear in my defined timezone (UTC+3).
