Rename Framework tab to Projects. As we are introducing a new Frameworks named tab

Implementation plan

• Create FF compliance_framework_report_ui
• inject FF into ee/app/assets/javascripts/compliance_dashboard/components/reports_app.vue and conditionally change the tabs name
• Add Specs to test the change
