Rich Text Editor - Custom emojis not working on rich text editor

Problem

When utilizing the rich text editor custom emojis are not working. However, when utilize the plain text editor custom emojis are working.

Steps to replicate

1: Open a textbox on an issue with the rich text editor chosen as the editor

2: Attempt to create a custom emoji (such as partyparrot). Emoji does not render.

3: Go back to plain text editor. Attempt to a create a custom emoji (such as partyparrot) and it does render.

Solution

Allow ability to render custom emojis while in the rich text editor.
