GraphQL mutation for creating a new organization with avatar support

We support the ability to create an Organization with minimal attributes in GraphQL mutation for creating a new organization (#417891 - closed)

This MR extends the attributes to include an avatar. A frontend issue exists at Organization creation - add avatar support (#422418 - closed)
