Navigation to Kubernetes Dashboard with Agent Connection Issues

Part of the larger Kubernetes Dashboard Feature: GitLab built-in Kubernetes dashboard Design (#365901)
When users navigate to the Dashboard with an agent that is unable to perform connection to the cluster, we should provide them with an error state, and options on how to solve the problem.

User experience goal
Provide users an error state to help them troubleshoot when the agent has connection problems.
Proposal
Add an alert and empty state to the Kubernetes Dashboard, which tells users about the connection issue.

Further details
Implement a shared view to use on any cluster resource type if the agent has connection issues, such as not being authorized to get the data.
