Add new k8s_proxy scope for PATs

Proposal

Do something like !124074 (diffs) (as an example of a recent addition of scope) for a new k8s_proxy scope.

This should be a behind a feature flag. We don't want this to show up in the UI unless the feature flag is enabled and it will actually do something.
