Board configuration shouldn't present or use "Weight" filter when "issue_weights" feature is "off"

Why

issue_weights and scoped_issue_board are different features sharing some common behavior. The board configuration currently filters by weight regardless of having issue_weights enabled or disabled.

Coincidentally they're both for EES and Early adopter plans, so no ~bug was yet introduced.

What

Ideally we should make sure both features are licensed to present and use the Weight filter on the Board configuration.
