Add `&project_ids[]=` query string parameter to filter by one or more projects from `<group>/-/dependencies.json`

This work is necessary because it allows end users to filter the group level dependency list by one or more projects that belong to the group hierarchy.

Implementation plan

• Parse a query string parameter named project_ids[] from Groups::DependenciesController and forward it to the service object.
• Filter the set of results by :project_ids in the finder.
• Identify and add any database indexes to optimize this query
