Empty state CTA for code owners section on single file view

Problem

Currently the empty state for the code owners section on a single file view has a short explanation for what code owners are, and then a button on the right side to "Manage branch rules". That can be confusing as the first step to work with code owners is to create a CODEOWNERS file, and no content in "Branch rules" will be helpful or necessary for that first step.

I personally got stuck in branch rules trying to find the section where I could create code owners from for a few minutes before looking into the docs.

(There is also a missing space between "Code owners" and the other text)
