CS Add-on: Connect with Sales - Shared Feature flag

Summary

Create a feature flag to control the various CTA placements for the Allow Code Suggestions users to connect with Sales effort.

Technical Requirements

• UX experiences in #421953 (closed) and #421952 (closed) are managed by the same feature flag
• Feature flag is managed by corresponding rollout issue (to be created)

Questions to resolve

• Can we put the VSCode experience (#422082 (closed)) behind the same feature flag as well?
  • Answer: Out of scope. If we pursue a VSCode notice, it will likely be an update to the existing notice we have in that application and will need to be controlled by other means.
