Can not "Allow project and group access token creation"

I want to create Access Token for my project in the group.

I have owner role in the group:

I open https://gitlab.com/my-group/my-project/-/settings/access_tokens and see:

I open the docs:

Then I open my group settings but I don't see the Allow project and group access token creation
