Bug: List doesn't match the filter

I was verifying this using https://gitlab.com/gitlab-org/govern/threat-insights-demos/verification-projects/security-reports-verify-dismissal-reason/-/security/vulnerability_report/?state=MITIGATING_CONTROL

The list doesn't match the filter.

Looking at the request, things are being sent correctly in the request and the output is based on the returned response:
