Change health status behaviour when user does not change value

Currently for health status dropdown ee/app/assets/javascripts/sidebar/components/health_status/health_status_dropdown.vue, we can get the prop healthStatus to be either undefined or null. Each of these value has a different behaviour, but we should try to change this so that if the user has made no changes, then the prop value is not changed.
