Bot comments should be resolvable/collapsible

Problem

Bot comments can be very noisy and take up a lot of visual space on MRs, making it harder to go through human-created review comments or other status updates on an MR.

Allow bot comments to be resolved/collapsed, at least by an MR author, if not by everyone with developer role.
