Make it clear what a runner configuration is in the runners page
Insight
Based on https://gitlab.com/gitlab-org/ux-research/-/issues/2444, we learned that users think of runner configurations as a primary concept in the runner experience. After we made updates to incorporate the new runner creation flow, we never indicated that what you're really creating is a configuration and then linking a runner or many runners to it. Since we know that users are thinking about configurations in this way, and even after receiving feedback that users understand this as the process, we have the opportunity to start using the word runner configuration
instead of runner groups

Out of scope: Some users have asked specifically to be able to edit their runner configs in the UI. Today, the only way they access configurations is through the config.toml
file.
