GitHub Importer - One missing MR event

Our nightly QA tests indicate that the the numbers of issue_comments don't match when using GitHub importer to migrate projects, i.e., there appears to be one issue comment missing when comparing the numbers between source and target:

It seems that there's always the same event missing so we need to understand if this is a legitimate failure or if something else is going on.
