Allow a grace period when repositories exceed the storage limit

When a repository exceeds the 10GB storage limit on GitLab.com the project is locked immediatley so users can't push to the repository, create pipelines, create issues, or add comments.
Problem to solve
Allow impacted users to continue to while the storage issue is resolved after initial notification.
Proposal
Allow a grace period of time after users are notified of the breach to allow the storage issue to be remediated and users to continue to work while the issue is resolved.
