🎨 Design: Organization impacts on links

Problem

With the introduction of organizations/cells we need to evaluate how links will be impacted

• External links (website, social media, email, etc)
• Links within GitLab, but are across organizations
• Opening in a new tab and then switching organizations

Proposal

Links to GitLab items in other organizations

• Not natively supported, but URL's are possible in markdown
• Links will not be shortened (ie #2)
• Links will not have metadata associated with them (Name, status, type)
• Links will not have tooltips
