Generate Changelog

Problem to solve

When releasing a project, it's a common practice to associate a CHANGELOG to the Release. But it can be cumbersome to write.

Proposal

Either within an MR or in the New Release section, we could add a "Generate CHANGELOG" button to automatically add:

• everything that has changed to the current CHANGELOG "in progress" from an MR perspective
• everything that has changed since the last Release in the other case.
