New projects with external CI/CD configuration should not show "Getting started with CI/CD"

Proposal

Projects can be configured with a Custom external CI/CD file. When a new project is set up with an external file the CI/CD → Pipelines page will show the "Getting started with CI/CD" landing page instead of showing the Pipelines page. Projects should only show the "Getting started" page in cases where CI/CD is not configured at all.
