Granular control to enable/disable Code Suggestions in Project/Groups/Sub-Groups/Users

While most enterprise customers in the regulated industry want to use Code Suggestions, they want to ensure they have granular access controls over who/where Code Suggestions are being used.

In past customer calls, this has been requested multiple times.

Why: There might be a Project on which a security/governance level is applied, which forbids and transfer of Code outside of the repository and specific remote development environments, but those are located in top-level Groups which would like to use Code Suggestions.

Proposed Outcomes:

• Create "no-go zone" to allow admins to set groups/projects that AI features shouldn't be used.
• Possibly align with addon user assignment UI

Admin users can choose to turn code suggestions on/off for Project/Groups/Sub-Groups/Users.
