VSD drilldown links - Inherit the labels from the panel filter

Problem

When our users using the Value Streams Dashboard to explore and analyze the metrics, its challenging and time-consuming to repeatedly apply the same filters when drilling down from the comparison panel to an underlying reports.

Proposal

When the comparison panel value_streams.yaml configuration file is enable with filter_labels, the following drill-down links will inherit the labels from the panel filter:

1. From Lead time & Cycle time --> VSA.
2. From New Issues --> Issue Analytics.
3. From Deploys & MR --> Groups->Productivity analytics, Projects->Merge Request Analytics
