Change default process_mode of resource groups to oldest_first
Problem to solve
Resource groups are a CI/CD feature for concurrency control. They are particularly useful for CD use-cases. For CD, it is usually desirable to deploy commits in order of merge, to avoid rolling back to a previous commit.
The default value of unordered
does not provide such a guarantee.

A process_mode
of oldest_first
would be a safer default, and likely align with the majority of use cases for resource groups.
