Allow admin to see email for billable members API endpoint

When pulling a list of users using the https://gitlab.com/api/v4/groups/:id/billable_members endpoint, even with an admin account, email is an empty string if the email is not public.

We should allow admins to see this for internal (Support) usage, and to ensure functionality is consistent with expected behaviour of an admin role.
