Install GitLab Workflow in a new workspace

Description

The GitLab Workflow extension is now pre-installed in the Web IDE but not in the instance of the Web IDE that's being injected into the workspace. As a user, I expect a consistent experience between the client-only Web IDE and the Web IDE running in a workspace. This will bring us closer to that goal.

Acceptance Criteria

  • GitLab Workflow is pre-installed and enabled by default in every new workspace
