Add Configuration to Disable the Automatic Intervals for Pull Mirroring

Proposal

Pull Mirroring has a scheduled 30min interval between pulls.

It has been noted in #3733 (closed) that customers would like be able to stop the default scheduled pulls.

Add a configuration to disable scheduled pulls on a project level to allow for manual only syncs.
