Document backup.rake -server-side option

gitaly#4941 (closed) will add a -server-side option that causes Gitaly to stream backups to object storage. This of course, needs to be used with a gitaly setup that is configured to stream backups to object storage. We need to update the documentation on backups to add this option, but also let's go ahead and write up a tutorial style guide for using object storage backups.
