Follow-up: Pre-populate workspace create form with project specified in URL

Description

As a user, when I navigate from the workspaces popover to the create workspace page, I want the create form to be pre-populated with the project that I was viewing in the project overview page.

Acceptance Criteria

• The user clicks "New workspace" in the workspaces popover.
• The user navigates to the Create workspace form.
• The Create workspace form's "Select a project" dropdown is pre-populated with the project that the user was viewing in the previous page.
