Re-structure work items header area layout to accommodate new ancestry widget
Problem
Utility actions such as edit, close, and the more (kebab) menu are currently displayed in the ancestry section for work items.
In the new work item detail page designs, the ancestry widget is not always present (it is not present when the work item has no parent). When the ancestry widget is not present, the title shifts up and the utility actions are displayed to the right of the title.
If you delete the ancestry widget on a current work item, this is what happens (the utility action buttons are in the wrong spot):
The header area of the work item needs to be restructured so the utility actions can appear next to the title when the ancestry widget is not present.
Proposal
- Restructure the layout of the header section of work items to accommodate the scenario when there is no ancestry widget.
- Move the "Close [work item type]" button to be within the "More" menu (to match what was done in !125173 (merged) for other objects)
- Layout should scale for mobile/small screens (see designs)
Acceptance
- UX matches the attached designs.
