Add Protected path list for GET requests

Problem to solve

When using protected paths rate limit feature, we find it only supports "POST" requests. However, in many scenarios, users also want to import rate limits for "GET" requests, to protect system crashing from excessive GET requests.

Proposal

In Admin Settings - Network - Protected Paths, add another textarea to list all the paths with rate limiting for GET requests below the original textare for POST requests.
