Create gitlab-terraform-aks project for AKS cluster creation doc

Summary

We received an awesome community contribution that documents how to create a Kubernetes cluster on Azure. The contributor created the terraform project at https://gitlab.com/opensource-contribution/gitlab-terraform-aks, however, it should be moved to gitlab-org/configure/examples namespace as well as the other example projects are (link).
